Instructions for access to the specialized divisions of SERAW for SERAW contractors
The specialized divisions of State Enterprise “Radioactive Waste” (SERAW) are designated as strategic objects as per decree of the Council of Ministers of Republic of Bulgaria and as nuclear facilities as per the Act on the Safe Use of Nuclear Energy.
In this regard, there are specific requirements towards access.
The purpose of these instructions is to facilitate the organizations and persons performing contracts and activities on the territory of the specialized divisions of SERAW in terms of requirements related to access. In order to provide access to persons from organizations and companies performing activities and contracts on the territory of the specialized divisions, various forms and documents are prepared, filled in and provided, in compliance with regulatory requirements and internal instructions of SERAW. The documents can be sent to SERAW by postal services to the following address: Sofia, 52A “G.M. Dimitrov” Blvd., floor 6, or provided to the responsible person designated by SERAW under the contract. Access to the specialized divisions of SERAW can be one-time or multiple-time access – for a certain period.
1. One-time access:
1.1 One-time access of a person/persons to SD “Decommissioning Units 1-4″:
With a letter to the Executive Director of SERAW, the need for admission to the territory of the specialized division/ divisions of a person/persons is indicated, an e-mail address for feedback is specified, and the first page of the following form, filled in and signed, is attached to the letter:
Request for access to SD “Decommissioning Units 1-4” – in Bulgarian/English language;
Note 1: Request for access to Kozloduy NPP EAD will be sent additionally to the e-mail address specified in the letter;
Note 2: The persons who will visit the Controlled area (CA 1-4) of SD “Decommissioning Units 1-4″ must have a signature (at the designated place) from the “Health Service” of Kozloduy NPP EAD on the Request for access to SD “Decommissioning Units 1-4”. In this regard, it is necessary to provide a copy of a document certifying that they have no medical contraindications to work in environment with ionizing radiation.
In case of lack of such document, a medical examination shall be done. Possible institutions were this examination can be done are:
- National Center for Radiobiology and Radiation Protection
- “Health service” of NPP “Kozloduy”
1.2 One-time access of a person/persons to SD “RAW Kozloduy”:
With a letter to the Executive Director of SERAW, the need for admission to the territory of the specialized division/ divisions of a person/persons is indicated, an e-mail address for feedback is specified and the first page of the Request for access form, filled in and signed, is attached to the letter.
Note 1: Request for access to Kozloduy NPP EAD will be sent additionally to the e-mail address specified in the letter;
Note 2: The persons who will visit the Controlled Area of SD “RAW-Kozloduy” must have a signature (at the designated place) from the “Health Service” of Kozloduy NPP EAD on the Request for access to Kozloduy NPP EAD. In this regard, it is necessary to provide a copy of a document, certifying that they have no medical contraindications to work in environment with ionizing radiation.
In case of lack of such document, a medical examination shall be done.
Possible institutions were this examination can be done are:
- National Center for Radiobiology and Radiation Protection
- “Health service” of NPP “Kozloduy”
1.3 One-time access to SD “Permanent repository for RAW – Novi Han”
With a letter to the Executive Director of SERAW the need for admission to the territory of the specialized division/ divisions of a person/persons is indicated, and an e-mail address for feedback is specified.
Note 1: Persons who will visit the Controlled Area (CA) of SD “Permanent repository for RAW- Novi Han” must provide a copy of a document certifying that they have no medical contraindications for working in an environment with ionizing radiation.
In case of lack of such document, a medical examination shall be done.
Possible institutions were this examination can be done are:
- National Center for Radiobiology and Radiation Protection
1.4 One-time access to SD “NDF”:
With a letter to the Executive Director of SERAW the need for admission to the territory of the specialized/specialized divisions of a person/persons is indicated, e-mail address for feedback is specified. A list of persons is attached to the letter.
2. Multiple time access
2.1 Multiple time access to SD “Decommissioning Units 1-4″:
2.1.1 In a letter to the Executive Director of SERAW the need for admission to the territory of the specialized division/ divisions of a person/persons is indicated, and an e-mail address for feedback is specified and the first page of the following form, filled in and signed, is attached to the letter:
Request for access to SD “Decommissioning Units 1-4” – in Bulgarian/English language;
Note 1: Request for access to Kozloduy NPP EAD – in Bulgarian/English language will be sent additionally to the e-mail address specified in the letter;
It is also necessary to attach the following documents for issuing a work permit in accordance with Art. 40 item 2, Art. 44 and Art. 45 of the Regulation for the Implementation of the Law on the State Agency for National Security (SANS):
The following documents shall be attached to the SANS questionnaire:
- Criminal record certificate;
- Certificate of absence/presence of mental illnesses;
- Document on the absence/presence of pre-trial and judicial proceedings against the person for crimes of a general nature.
For foreign citizens:
A criminal record certificate or criminal record check and document on the absence/presence of mental illness must have been issued by the relevant foreign competent authority. Documents must be submitted in original and must be translated into Bulgarian by a licensed translator. Documents submitted by a foreign citizen do not have to be legalized only if Republic of Bulgaria and the country, from which the applicant comes, are parties to the Convention on the Abolition of the Requirement for Legalization of Foreign Public Acts (The Hague Convention), as well as in case when there is a contract for legal aid between the two countries.
2.1.2 Work training at the Kozloduy NPP EAD Training Center shall be implemented.
2.1.3 A document certifying that the person/persons have no medical contraindications for working in environment with ionizing radiation is attached to the documents.
In case of lack of such a document, a medical examination is required.
Possible institutions where this medical examination can be done are:
- National Center for Radiobiology and Radiation Protection
- “Health service” of NPP “Kozloduy”
Note: In case of need of access of a motor vehicle, the first page of the following form shall be filled in and signed:
Request for access to SERAW with motor vehicles – in Bulgarian language.
2.2 Multiple time access to SD “RAW -Kozloduy”
2.2.1. In a letter to the Executive Director of SERAW the need for admission to the territory of the specialized division/ divisions of a person/persons is indicated, and an e-mail address for feedback is specified.
Note 1: Request for access to Kozloduy NPP EAD – in Bulgarian/English language will be sent additionally to the e-mail address specified in the letter;
It is also necessary to attach the following documents for issuing a work permit in accordance with Art. 40 item 2, Art. 44 and Art. 45 of the Regulation for the Implementation of the Law on the State Agency for National Security (SANS):
The following documents shall be attached to the SANS questionnaire:
- Criminal record certificate;
- Certificate of absence/presence of mental illnesses;
- Document on the absence/presence of pre-trial and judicial proceedings against the person for crimes of a general nature.
For foreign citizens:
