SERAW Receives General License for Decommissioning Units 3 and 4 of Kozloduy NPP

State Enterprise Radioactive Waste (SERAW) has received a general license from the Bulgarian Nuclear Regulatory Agency (BNRA) for the decommissioning of Units 3 and 4 of the Kozloduy Nuclear Power Plant. The document has a validity period of 10 years.The license was presented in person by the Chairman of the BNRA, Tsanko Bachiyski, to Elisaveta Mladenova, Deputy Executive Director of Finance, Administration and Security at SERAW, in the presence of Sergey Tsochev, Chairman of the Enterprise’s Management Board.

The new general license consolidates and replaces the previous individual licenses for each of the two units. It defines the safety requirements for decommissioning and authorizes SERAW to carry out decontamination and dismantling of structures, systems, and components, as well as the management of materials and radioactive waste resulting from the decommissioning processes.The activities will be carried out in full compliance with the updated decommissioning plan for Units 3 and 4. To achieve the end state defined in the Strategy for Spent Nuclear Fuel and Radioactive Waste Management, as well as the targets set out in the Decommissioning Plan, SERAW is required to dismantle all technological equipment in Turbine Hall, Reactor Building, and Auxiliary Building, which will subsequently be decontaminated and transported off the industrial site. All buildings and adjacent territories will be decontaminated to the established regulatory clearance criteria in accordance with the requirements of the Act on the Safe Use of Nuclear Energy (ASUNE) and its implementing regulations.The State Enterprise Radioactive Waste continues to manage the decommissioning infrastructure projects funded by the Kozloduy International Decommissioning Support Fund (KIDSF) through the European Bank for Reconstruction and Development (EBRD), ensuring their expediency and the responsible management of processes in line with the highest nuclear safety standards.

First graduating class to study RAW management at the Technical College – Sofia

The soon-to-be nuclear energy specialists take exams by debating on case studies under the new course of study
Technical College – Sofia with the Technical University – Sofia, which has a material basis for education in the town of Kozloduy, has introduced the course of study ‘Radioactive Waste Management’ as mandatory for third-year students majoring in ‘Technology of Nuclear Energy Facilities’. This is the result of a curriculum reform carried out several years ago, when the major subject was renamed and specialized with elective courses to meet the needs of the nuclear sector in the Kozloduy region.
The first graduating class, currently studying the course of study, is already facing an innovative form of exams – case study debates. The topic is set 24 hours in advance, and the students in teams of two defend a thesis and antithesis in front of an audience. An interesting element is the open survey of the attitudes of the entire group before the debate and the reporting of the change after it.
Denitsa Sgureva-Filipova, director of Technical College – Sofia, talks about the change in students’ attitudes:
“In the first hours of the course of study, the students were rather sceptical, with representatives of the local community expressing specific opinions. However, in the process of training, they changed significantly – currently, what drives them is the desire to learn more and curiosity about the activities.”
She further highlighted the importance of this knowledge:
“The goal is to show them that decommissioning and radioactive waste management are an extremely important element of management – both during operation of the facilities and afterwards. In terms of time, these processes represent approximately one third of the nuclear power plant life cycle. In addition, we strive to show them the diversity that lies behind these activities—they are innovative areas not only for Bulgaria, but on a global scale.”
By the introduction of the course of study and innovative forms of training, Technical College – Sofia meets the Bulgarian nuclear industry’s real needs of trained personnel in the field of radioactive waste management—a topic growing more urgent both in our country and in Europe.

THE NATIONAL REPOSITORY FOR RADIOACTIVE WASTE – ACT 16 ISSUED

On 25 March 2026, a State Acceptance Commission was held for the project “National Repository for Low- and Intermediate-Level Radioactive Waste.” Based on the site inspection, the submitted documentation, the discussions, and the opinions of the twenty-three-member commission chaired by Eng. Radoslava Pasheva, a conclusion was reached confirming compliance with the issued construction permits and regulatory requirements. On this basis, the issuance of Protocol Form 16 was proposed. With this act, the National Construction Control Directorate confirms that the facility has been constructed in accordance with the approved designs and is fit for its intended use.
“We are pleased that today’s decision allows us to mark the completion of a long and challenging project of the State Enterprise Radioactive Waste,” said the Executive Director of the enterprise, Eng. Dilyan Petrov, at the end of the meeting. He emphasized that with the construction of this facility, Bulgaria joins the limited number of countries with a completed radioactive waste management cycle and underlined that the availability of a repository for low- and intermediate-level radioactive waste is of key importance for the development of new nuclear capacities in Bulgaria.
Following the issuance of the permit for use of the facility, SE RAW is expected to obtain an operating license from the Nuclear Regulatory Agency.
Also on 25 March 2026, by decision of the Council of Ministers, the State Enterprise Radioactive Waste was designated as a “nuclear operator” in the Republic of Bulgaria within the meaning of the Vienna Convention on Civil Liability for Nuclear Damage. A prerequisite for the issuance of an operating license for the National Repository is the provision of a financial guarantee covering liability for nuclear damage.

The project for the construction of the National Repository for Low- and Intermediate-Level Radioactive Waste was assigned to the State Enterprise Radioactive Waste (SE RAW) by a government decision in 2005 (Council of Ministers Decision No. 683/25.07.2005). Over time, the process has been divided into three main stages: site selection, design, and construction. Following extensive regional and detailed geological, geophysical, geochemical, engineering-geological, and hydrogeological studies, a preferred site was selected for the construction of the national repository – the “Radiana” site.
On 29 August 2017, SE RAW officially launched the construction of the National Repository for Low- and Intermediate-Level Radioactive Waste.
The Kozloduy International Decommissioning Support Fund financed the project through a grant administered by the European Bank for Reconstruction and Development.

Monitoring Mission monitors Decommissioning activities at the shut down Units 1 to 4 of Kozloduy NPP

Representatives of the European Commission, EBRD and the Ministry of Energy get acquainted with the progress of the Kozloduy Programme.

The regular Monitoring Mission* of representatives of the European Commission, the European Bank for Reconstruction and Development and the Ministry of Energy was held in the period 16-19 March 2026. The visit aims to monitor in-situ the progress of activities under the Kozloduy Programme for the Decommissioning of Units 1-4 of Kozloduy NPP, which is under implementation by State Enterprise Radioactive Waste.

The Mission was led by Jan Panek, Director DIR D “Nuclear Energy, Safety and ITER”, DG “Energy” of the European Commission”, and by the Deputy Minister of Energy Krasimir Nenov, in his capacity as Programme Coordinator for the Republic of Bulgaria under the Decommissioning Programme.

During the four-day monitoring of the current implementation of the Programme, the participants got acquainted with the progress of activities in the Controlled Area of Specialized Division Decommissioning – Units 1-4. They visited key SERAW facilities, including the Turbine Hall, the plasma melting facility and the National Disposal Facility for Radioactive Waste at Radiana site.

During their visit, the international and Bulgarian institutions involved in the Programme held in-depth discussions with SERAW’s management and experts. The talks focused both on the current implementation of the Programme and on identifying future projects in support of the safe and efficient decommissioning of the nuclear facilities.

The constructive dialogue and partnership with the European institutions reaffirm SERAW’s commitment to the transparent and responsible management of the decommissioning processes on par with the highest nuclear safety standards.

*In accordance with the Council Regulation of the European Union on the provision of grant funds to Bulgaria in the process of decommissioning of nuclear facilities* and the applicable procedures, the implementation of activities which are financed by the Kozloduy International Decommissioning Support Fund (KIDSF), shall be subject to regular monitoring. In accordance with the current rules, the Decommissioning Programme progress shall be monitored every six months in several successive steps. SERAW drafts a Monitoring Report presenting the implementation of the planned activities for the respective period, which is reviewed by the European Bank for Reconstruction and Development (EBRD) and submitted to the Directorate-General for Energy (ENER) of the European Commission (EC). This is followed by on-the-spot visit to the Kozloduy site by representatives of the European Commission in order to directly monitor the implementation of the activities specified in the document. The procedure ends with a final meeting of the Committee at which the results of the monitoring are summarised and the Monitoring Report is accordingly adopted.
