On 28th and 29th of September 2016, a Monitoring Committee took place in Kozloduy to review the progress of the decommissioning activities on the shutdown Units 1 to 4 and the projects facilitating the process under the management of State Enterprise Radioactive Waste (SERAW) and being funded through the Kozloduy International Decommissioning Support Fund (KIDSF).
For the purposes of the review, which is a routine established to take place twice per year, the site of the shutdown KNPP Units was visited by Simon Murphy from Directorate-General for Energy of the European Commission (EC) and Valentin Seider from the European Bank for Reconstruction and Development (EBRD) which administers the funding of the decommissioning activities. The Committee’s work on the Bulgarian part involved the Deputy Minister of Energy – Nikolay Nikolov, Executive Director of SR RAW – Dilyan Petrov and experts from the enterprise and the International Consultant engaged in the projects’ management.
The Monitoring Committee members visited the Turbine Hall of Units 1-4, where they inspected the progress of dismantling activities. After visiting also the sites which are being constructed through the Contributors’ funds for the purposes of the safe decommissioning of the 440 MW nuclear power units, Simon Murphy stated that the results are obvious – four out of the five sites, planned for management of materials from the decommissioning activities on the shutdown units, will be completed in October which is ahead of the deadline. The implementation of the other major facility – the Size Reduction and Decontamination Workshop is also on schedule.
Within the Monitoring Committee SERAW presented the status of the project related to the update of the evaluation of decommissioning activities until 2030, which meets the recommendation of the European Court of Auditors. The assessment was done on a high level of expertise, according to the International Structure for Decommissioning Costing (ISDC) of Nuclear Installations of the Nuclear Energy Agency (NEA) of the Organization for Economic Cooperation and Development (OECD), which was also noted as crucial for the further good relationship with the KIDSF.
