The Assembly of Contributors of the Kozloduy International Decommissioning Support Fund approved the financing of five decommissioning projects

On 14th and 15th November 2013, the winter session of the Assembly of Contributors of the Kozloduy International Decommissioning Support Fund (KIDSF) took place in London. The Executive director of State Enterprise Radioactive Waste (SERAW) – Dilyan Petrov and enterprise’s experts were part of the Bulgarian delegation which was led by the Minister of Economy – Dragomir Stoynev. Participants at the Assembly were also representatives of the European Commission which performs the control over the use of the contributors’ funds, and representatives of the European bank for reconstruction and development which administrates the financing.

During the meeting, the progress of the decommissioning activities for the last six months was reported including – the progress of the dismantling works on Units 1-2 of KNPP, the procedure for Environmental impact assessment of the Units 1-4 decommissioning etc.

As a result of the progress assessment of the decommissioning activities, the Assembly approved the signing of five new Grant agreements to the value of €13.5 million for the implementation of technical decommissioning projects. Another important agreement that was approved in London provides the support for the performance of the Decommissioning Programme in regards to the human recourses – the salaries of the KNPP Units 1-4 employees for the period 2014 – 2016. The Grant is to the value of around € 35 million.

By a decision of the Assembly, on 01 January 2014, the Facility for plasma melting for radioactive waste which until now has been a commitment of the KNPP shall be novated to SERAW.

During the June session of the Assembly of Contributors for 2013, the Grant agreement to the value of approximately € 66 million was signed for the first construction phase of the National Disposal Facility for low- and intermediate level radioactive waste. The total value of the European Union secured financing of the decommissioning process exceeded € 100 million for one year, which is the biggest amount of funds in the history of the relationship with KIDSF.

“We received the contributor’s approval for all projects that we applied for, because they are very well justified as necessary for the successful implementation of the decommissioning process. Besides, as a result of the active European supervision over the grant funds use, SERAW earned the institutions’ trust for a complete correctness during the performance of the financial agreements”, so commented Dilyan Petrov after the Assembly.
