The public discussions on the Environmental Impact Assessment Report will be held on July 15 and 16
The State Enterprise Radioactive Waste (SE RAW) provided hard and soft copies of the Environmental Impact Assessment Report (EIA Report), with all enclosures thereto, and of the Compatibility Assessment Report on the project for decommissioning of Units 1-4 of Kozloduy NPP to the municipal authorities in Kozloduy and Miziya, determined by the Ministry of Environment and Waters as municipalities falling within the scope of impact of the said project. Due to its proximity to Kozloduy NPP, and as a result of the willingness for utmost openness and dialogue with the people from the adjacent municipalities, the enterprise management provided the Non-Technical Summary of the EIA Report also to Oryahovo Municipality, as well as to the constituent municipalities in Kozloduy Municipality – the villages of Harlets, Glozhene and Butan. The EIA Report and the accompanying documents are available to all stakeholders and organizations that are willing to get acquainted with the conclusions of the experts who took part in the preparation of the safety impact assessment of the decommissioning project.
The Report is available also at the SE RAW Information Centre in Kozloduy and at the SE RAW Headquarters in Sofia. The reports and the Non-Technical Summary are available in Bulgarian and English on the SE RAW website as well – www.dprao.bg.
The public discussions on the EIA Report have been agreed on with the municipal authorities of Kozloduy and Miziya and will be held on July 15, 2013, at 16:30, in the Chamber Hall of the Energy House in Kozloduy, and on July 16, 2013, at 15:00, in the Municipal Club in Miziya. The announcements for the meetings were spread in the two municipalities and published in printed media, in compliance with the relevant regulations. On June 12, 2013, experts of the enterprise, jointly with the mayors of the two towns, organize preliminary meetings for all those who would like to receive additional information about the project and the activity of the enterprise. All stakeholders are invited to attend both the preliminary meetings and the public discussions in order to state their concerns related to the decommissioning project and to pose questions to competent persons and experts of SE RAW.
At the places where the report is already available, as well as on the SE RAW website, there is an Public Opinion book and a Grievance form to be used by everybody wishing to state a particular complaint or opinion in relation to the project. All questions, concerns, or complaints will receive specific answers and opinions from the enterprise. Together with the opinions expressed during the public meetings, they will be submitted to MEW so as to be taken into account for the preparation of the final decision of the Ministry on the Decommissioning of KNPP Units 1-4 Project.

The disassembly of the equipment of KNPP Units 1-4 is in response to the engagement undertaken by Bulgaria to decommission them. In November 1999, the Bulgarian Government and the European Commission signed a Memorandum, with which Bulgaria undertook to shut down and decommission the small units of the nuclear power plant. As a result, the four units were closed down within the stipulated time limits – I and II at the end of 2002, and III and IV at the end of 2006.
The engagement for management of the closed units of the Bulgarian nuclear power plant as RAW facilities and for their subsequent decommissioning was entrusted to SE RAW. To this end, a specialized division was set up within the structure of the enterprise – Decomissioning-Kozloduy, whose activity is regulated by licenses issued by the Nuclear Regulatory Agency.
