OLAF FINISHED THE INVESTIGATION OF SERAW
26.08.2013No evidence of violations
In an official letter to the executive director of SE RAW – Mr. Dilyan Petrov, the director of Investigations Directorate in the European Anti-Fraud Office (OLAF) – Mrs. Petra Kneuer states that the investigation of the enterprise has been completed. OLAF conducted the investigation during the period between 05.03 – 08.03.2013 due to the allegation “…for irregularities and possible double funding by SE RAW during implementation of Grant Agreement No. 16 C* for free assistance”. The Agreement is related to the provision of funds for the salaries of the Kozloduy NPP’s shutdown Units 1 and 2 employees that were transferred to SE RAW. Experts from the European bank for reconstruction and development (EBRD) were included in the OLAF’s inspection team since the Bank administrates the resources of Kozloduy IDSF that supports the decommissioning of the nuclear power units.
“On the basis of the established facts, the OLAF Director General decided to terminate the investigation. As no evidence for fraud or any other irregularities damaging the EU’s financial interests was found, OLAF does not recommend the conduction of further actions”, reads the letter that was received in SE RAW. The final report was sent for reference to Directorate General “Energy” of the European Commission.
*The Grant is signed by the Ministry of economics, energy and tourism – as an independent control body, the European bank for reconstruction and development – as a administrating and managing body of the Kozloduy IDFS, Kozloduy NPP – as a recipient of the free assistance and SE RAW – as employer of the decommissioning project of the shutdown Units 1 and 2
